Operator licence vs vehicle licence
Two distinct permissions are required to operate a public transport or commercial vehicle service:
Operator licence (Lesen Pengendali)
Issued to the company or individual providing the service. It authorises the holder to operate, for example, a bus service, a taxi service, or a freight carrier business.
Vehicle licence (Lesen Kenderaan)
Issued to a specific vehicle that will be used in operations under that operator licence. Each vehicle in the fleet must be individually licensed.
Both licences must be valid at all times for legal operation.
